PCR believes in community-based work. The community serving its cause and developing its resources is the main guideline of PCR's work. PCR works to establish the following work traditions: The main consideration in getting involved in Projects is how needed is the work for the community. 70% of the human resources needed in any project should be provided through voluntary work provided by the community. To sustain a high level of independence in defining needed projects and in order not to become a fund oriented organization, PCR intends to preserve the tradition of minimizing its running cost and increase dependence on communal voluntary work.
